How do we make a multi language setup multi-OS cd?

Hey long time no see. I was just about to revise my multi-os cd. What i am looking to do is boot from cd and install...but how would i change the install menu there to Spanish or German, Chinese, Japanese...etc. Im not sure waht file contains this. I am currently browsing through the files to check. But even if i do find it what to do??? Just replace the current with another language???
Also i was wondering if it would be possilbe to choose your language setup? I know with cdimage i could just put different language files in.

Ultimately the boot menu would look like so

1. win2k         (German alt+1,Chinese alt+2,Spanish alt+3)
2. win2kpro     (German alt+1,Chinese alt+2,Spanish alt+3)
3. win2kserver  (German alt+1,Chinese alt+2,Spanish alt+3)

etc..but the language name would be native and not the english spelling. It would then proceed into the setup language of your chosen choice. I think you understand what im asking ...i hope ;P. I do know that there would be some limitations unless i addeed language packs and so forth.

Im just wondering because i know the whole wolrd doesnt speak english or Germa or Japanese or any particular language.
