Can\'t create temp Dir

Things are running a crazy, small problems.
So I thought I would re-install Win98SE

When I try to re-install Win98SE over Win98SE, I keep getting and error.

Can\'t create a temp Dir, remove some programs to make space.

I have 1.5 gigs open on the c: drive and the WINDOWSTEMP folder is empty.

If you have too many files in the root ditectory , you get  \"unable to create a temp directory\" .Delete all unnecessary files in the root directory and try again .
You must also have a temp dictory in the windows folder, but then I  see you have
TEMP=C:WINDOWSTEMP

The root directory is limited to a maximun number of objects (512, if I remember well) ( files and folders) ,if there are more , you cannot create a new one , so you can either delete the unnecessary ones or put some folders in one existing folder . I didn\'t know this was still the case in win 98 .

I did a scan of c: drive and this is what I have.

I keep moving folders to other partitions and I keep getting the same error.

Have you allready tried to delete your temp folder in windows and make a new one (if you cannot delete it in windows , there\'s something wrong , you should then delete it in dos  and make a new temp folder . That\'s all I can think of for the moment , a corrupt temp folder

Your scan looks pretty normal .
You can try the following too :
Try to make a new directory in c:
f.e. c:new , If this does work it isn\'t the 512 object rule ,
