Upgrading to TB1.4GHz

Hi people
I need some advise here. I am considering buying a second hand CPU to \'extend\' the life of my system. Below is my current spec of the machine.

1. TB800MHz
2. MSI 6330 Pro 2 Mobo
3. 1 x 128 PC133 Ram, 1 x 256 PC133 Ram
4. 50x CD Rom
5. 30GB IBM ATA100 7200 rpm hd
6. 4.3GB IBM spare hd
7. Aopen HG45 casing with 250W
8. FNP50 cooler fan (can support up to 1.2GHz)
9. 5 x PCI card (LAN, soundcard, modem, ATA100 card, SCSI)
10. 32mb AGP video card.
11. Floppy drive

Intend to install a DVD/CDRw combo drive after the system is stablise after the intended upgrade.

Questions on my mind as follows.
1. If I see a \'demo\' from my seller regarding the CPU, (i.e switch on machine to run some application for about 15mins) and if CPU is working ok during those 15mins (could be shorter), can I safely say that the CPU is in good working condition.

2. Is 250watts sufficient for the above but using TB1.4GHz (bearing in mind that I may add in a DVD/CRDw combo drive later) I got no intention to overclock also.

3. Is the cooler fan Global Win FNP50 sufficient for the 1.4GHz? Officially that fan only support up to 1.2GHz.

Appreciate advises some that I can decide whether I can upgrade my system. Many thanks in advance for your advise.
