ok, I know you can delete recov questions... but can the original owner of an account like say the person with the ip info, and all that... Could they always get their acc back by recoving it because they have the origional info, or if you delete the recovs does that mean noone can recov...

Just because you have no recovs doesn't mean it's non recoverable. I recovered an acc with NOTHING but credit card membership info from 2 years ago. Original owners can pretty much get their account back if they have all the info when they create it, just make sure they give you all of it.
