Win 98 registry corrupt

Came into work this morning and my computer running Win 98 wouldn't boot up. I leave this computer on all the time. After several times turning it off and on, it finally found the hard drive and booted. Then it ran scandisk and found some crosslinked files, clusters, etc. Next thing I knew it rebooted and was trying to restore the registry.  It did this a few times and now it starts to boot and then comes up with an error saying a device in the system.ini cannot load or be found (?) and then lists PAGESWAP and when I enter DOSMGR comes up with the same error.  It then says I'm running low on memory and cant boot and turns itself off on a final enter key.

Any ideas?  I've tried safe mode and get the same errors and have tried scanreg.exe /fix and scanreg.exe /restore.  I only have one option for the restore and it's from about a month ago.
