Cant send mail Win2k ?

I cant send mail from win 2k ?
I can receive the mail but get the error :>>

The connection to the server has failed. Account: \'mark mail\', Server: \'smtp.freeserve.net\', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

This is the error from Outlook Express.
The settings are correct, ive checked and checked ?
Now MSN Messenger isnt connecting ?

I have a dual boot System.
Win me c:
Win 2k f:
Ive installed the service pack 2.
And all the current updates ?

This is confusing me now ?
I\'m logged in as the Admistrator.

Freeserve Auto configure configured the phone number wrong.
So when i check and changed the number
