No, him breaking the elite rules shows he can't be trusted. He might not have scammed, but he still can't be trusted. The same way that I would never trust Jollyman due to him running phishing sites. He may have never scammed, but still.

I have no idea what a "cv" is, so I'm doubting you have to submit one. All you need it 2 recommendations from people who are already elite. The only problem you will come into is that there are about 3 active elites, and no admin's to make you an elite if you win...
