so i have xp pro on my pc.

i never ever log off. its a laptop i leave sitting in the basement to run a printer thing-a-majig i have.

my dog pulled the power cord out, and the battery is bad... so i goto turn it on and logo on today... and im locked out.

im getting a message along the lines of "you must activate before you can log on"

lame.

i tried the phone thing, denied. wont work on the net connection.

i can get on in safe mode, but i dont know what to do from there.

can anyone help me?

Assuming you have a legit key, you need to make sure the date is set correctly.  If it's set too far in the past, activation will fail.

If it's not a legit key, then you need to buy xp pro.

its the cd that came with my dell tower.

You said you can get into safe mode though, so you should be able to check the date from there.  Actually you can check from the bios setup screen too.

When you say the phone option was denied...do you mean you called the number and they wouldn't activate it for you?  Or that when you select that option, you get an error message?
