I am creating a custom boot screen for WinXP by using Resource hacker to replace the .bmp in my ntoskrnl.exe. I reboot in DOS safe mode and copy the ntoskrnl.exe file I created with my own custom .bmp to the system32 directory. When I restart, the screen just stays blank and nothing comes up. Does the bitmap need to be saved in 16 color for this to work? If so, how can I accomplish this from Photo shop?

has to be 16 and have no idea how to do it in photo shop

Anyone who cannot perform this basic task in Photoshop is using a pirated copy! Grow some morals!!!
