Does this help?
http://support.microsoft.com/kb/311504

Also, I totally forgot about the following thread you started
http://www.thetechguide.com/forum/index.php?showtopic=79565

Let me know if that clears the device manager problem, then I'll look at that log you posted earlier
We may have a bit of cleaning to do, but nothing major

Edit>>I just looked at the final log you uploaded, it looks fine, how's everything?

lol,. its ok,.i know your busy but thank u for remembering ,anyway,. it was already on automatic for plug and play,.. soo frustrating , i bought a new 1G video card and it wont let me install the drivers, tells me my system has not been modified.the Teck support for Nvidia told me to access my Device Manager and thats when i found out it was blank so i have no idea how long its been like that for simplistic reasons i d/loaded driver detective when i try to update drivers through  it it tells me my access is denied.im about to just system restoreand see if that helps... seems i might have a few more viruses than i thought earlier.soo frustrating

http://helpdeskgeek.com/windows-xp-tips/de...empty-or-blank/
i tried the new suggestions u gave me to no avail .my device manager is still empty,so i guess im ready for the next thing to try. i did notice that my network drive map is missing as well which is another symtom of this problem and i found a XP service pack3 fix,. Fixxccs, still didnt help any ,I also already have Uniblue registry fix ,.and speed up my PC,. it has always seemed to help  my Apps run faster after a Defrag.i have it set to run once a month.i will say my comp is running quite fast.seems much faster than in recent memory.but still no device manager and i feel it is still the root of my problem not being able to install my new drivers for my new 1G video card so im using  the AGP settings ATM,lol,. may not be relevent to what is up with my PC,. but u asked me to keep u informed of how my system is acting in a earlier relpy.lol,.hope this isnt to much info.

I also already have Uniblue registry fix
Sorry, registry cleaners don't impress me much, they quite often cause unknown problems
Sometimes only reversible by a repair install

On to the next step
Seeing as you have Norton's installed
Take a look at the following link
http://solutions.symantec.com/sdccommon/as...0080530144453EN

Ensure to reboot after running the fix

well,... i ran the fix,. device manager still empty i hope i dont have to repair install,.but if i have to i will,. wouldnt a fresh format do a better job?at this point my PC is useless so i really dont see the difference.althought the symantec fix did find over 4100 problems with my registry,.seems that the problem is centered around it.btw,i havent paid to renew my Uniblue mostly because i feel its alot like Norton, its not really worth it ,. i did however renew norton but with Microsoft and other vendoers creating new free spyware/malware blockers i just cant justify the expence anymore, not to mention my ISP has a few tools of their own and i have been thinking of trying them.just curious of what u thought about that ?anyway,.i havent given up yet looking forward to your next reply

Try this
Download Dial-a-Fix
Save to desktop
Extract to it's own folder

Open the folder and double click on Dial-A-Fix.exe
Click the Green checkmark, by default this will select all items
Close down all browser windows, then click GO
Let this finish the click EXIT
Reboot the computer when done

Any help?

HELP!!Device manager missing
« Reply #13 on: January 10, 2009, 08:27:48 PM »
Can you try the following
Download ComboFix from one of these locations:

Link 1
Link 2
Link 3
Save it ONLY to your Desktop

      --------------------------------------------------------------------
Temporarily Disable your AntiVirus/AntiSpyware applications, usually via a right click on the System Tray icon. They may otherwise interfere with this tool

 • Double click on ComboFix.exe & follow the prompts.
 • As part of it's process, ComboFix will check to see if the Microsoft Windows Recovery Console is installed. With malware infections being as they are today, it's strongly recommended to have this pre-installed on your machine before doing any malware removal. It will allow you to boot up into a special recovery/repair mode that will allow us to more easily help you should your computer have a problem after an attempted removal of malware.
 • Follow the prompts to allow ComboFix to download and install the Microsoft Windows Recovery Console, and when prompted, agree to the End-User License Agreement to install the Microsoft Windows Recovery Console.

**Please note: If the Microsoft Windows Recovery Console is already installed, ComboFix will continue it's malware removal procedures.

Once the Microsoft Windows Recovery Console is installed using ComboFix, you should see the following message:

Click on Yes, to continue scanning for malware.

When finished, it shall produce a log for you. Please include the C:\ComboFix.txt in your next reply

NOTE: Do not mouseclick inside ComboFix window as it's running, it may cause it to stall
ComboFix will run again on startup, it will prompt that it's creating a log
This process could take up to 10 minutes, let it run uninterrupted please
