What's the best disk defragmentation software for Windows XP?

I have been noticing for a past few days my computer is too sluggish, and doesn’t open files quickly. May be it’s time to defragment the hard drive, but ironically the default Windows defragmentation tool has stopped working. Just wondering a really effective disk defrag app that doesn't cost anything.
