Network "Sniffer" & Bogged Network

Hi All, Quick question.  Our company network only has about 25 stations.  Our server is supporting an ACT!2000 customer database (6 users) and QuickBooks (2 users) Along with a shared network folder that everyone PERIODICALLY uses.  Without getting off my lazy arse and running upstaris i believe our server is about 700MHz /SCSI/ 1gb RAM.  We have one 24 port 10/100 switch and one 8 port old netgear hub that hangs off of it.  Lately our network has seemed bogged down and our DSL has seemed noticeable slower as  well.  Ive tested our DSL speeds at www.dslreports.com and they test out way above average.  Ive heard of network \"sniffers\" a long time ago and im not really sure if thats even the solution to my problem.   But what is the best way to locate the bottleneck in networks?  I have gone thru all the workstations and checked them all for programs/spyware running background services to the internet (may be using the bandwidth) and I havent found any yet.  Please help if you have any suggestions on programs i can use to detect bottlenecks.

 Also, we are a communications company which designs/implements voice/data network infrastructure (cabling) I have tested all the runs in our office with my HP Wirescope 155 and all the runs were good and had little to no latency and/or loss on them.
