Bad System Memory?

http://images.thetechguide.com/forum/public/style_emoticons/<#EMO_DIR#>/sad.gif\' class=\'bbc_emoticon\' alt=\':(\' />  My system memory wont run at its rated speed unless I underclock my CPU. Could my memory be bad or are the default settings in BIOS causing the problem?
I'm running a AMD Barton 2500 /333 with an EPOX VIA KT400 EP-8K9A2+ and DDRAM 512-PC-2700 DDR333- Samsung DIMM CL2.5 unbuffered.
When I boot, I get a message to adjust my host clock. The screen shows AMD 2500 at 1.83/ FSB333. The Ram is FSB 414 at DDR3200. I can't go forward without underclocking my CPU. I set FSB to 266 and then when I boot it shows my CPU as AMD 1900 speed 1.43 and Ram at correct setting of FSB333-DDR2700 and the computer then boots OK.
