manage win9x client with win2k server

i want to be able to make system policys for clients that are running win9x but i can not
i have tried to add computer and the computer is added but when i try and view anything on the client i get these errors
the rpc server is unavaliable
System Information
The connection to (computer name)  could not be established. Check to see that the network path name is correct, that you have sufficient permission to access Windows Management Instrumentation, and that the Windows Management Instrumentation service is started on the computer.

how do i do this and where can i find info about it

Have you installed the Active Directory client for Win9x yet?  You will need this before you can manage a 9x machine with a set of 2000 policies...

yes i did install that but i thought that would only give me the ability to find printers on the network
if you could please tell me a good place to start with the policys  i have tried group policys on the win9x machine and nothing that i did took
i am new to all this network stuff though maybe i am doing it wrong
is there any step by step guide to get it up and running
