I got a lot of help from this Forum (guestolo, you are the one and only!) and so there is another annoying problem I'm facing for quite a while.
I'm running Windows XP – SP2 and can't get the Windows Update to work. Download (of the updates) never starts and after certain timeout it terminates with error code 0x80246008.
After a little bit more investigation it turned out the BITS will not start, and probably this is the problem.

I tried steps 2,3 and 4 here and it didn't solve the problem:

I also tried the following sequence:
regsvr32 oleaut32.dll
regsvr32 jscript.dll
regsvr32 vbscript.dll
regsvr32 msxml.dll
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 cryptdlg.dll


It didn't help either.

I read somewhere that Uninstalling Norton with Symantec "special" tool may cause problem with the BITS. It might be my case since I recently Uninstalled Norton Internet Security using a tool called SymNRT I downloaded from the Symantec site. I also read that Installing Norton back and Uninstalling it again using the CD help to recover the BITS. I really don't want to try that since I don't have the CD (it was not an "official" installing CD), plus I really, REALLY, don't want any Symantec products in 20 miles radius from my PC anymore  http://images.thetechguide.com/forum/public/style_emoticons/<#EMO_DIR#>/mad.gif\' class=\'bbc_emoticon\' alt=\':angry:\' /> .

I know it's quite a common problem but somehow everything I tried didn't solve it. Any other ideas would be welcomed.

Just as a double check

If you go to START>>Run>>type in services.msc
Hit OK

In the new window on the right handside

Ensure that Automatic updates is started and set to Automatic
Also check that the Background Intelligent Transfer service is at least set to Manual

Yeap,
Automatic Updates is started and set to Automatic.
BITS is set to Manual.

Can we try the following

Open Notepad (START>>>RUN>>>type in notepad)
Hit OK
Copy the Entire contents of the CODE box to notepad, not including the word "code"
In Notepad click FILE>>SAVE AS
Change the Save as Type to All Files.
Name the file as fix.bat
Make sure it has the .bat extension

I'm a stupid idiot.

O.k., first is first, Your script Guestolo unfortunately didn't solve the problem.
BUT, I read some other pages and tried erasing the following directory:

C:\Documents and Settings\All Users\Application Data\Microsoft\Network\downloader

AND IT WORKED!!!

The BITS started and running, and for the first time in this PC's life The Windows Update is working.

I really don't know why it worked, I guess the BITS could not write to this directory because of limited permissions, maybe you can explain it better.

I assume you are logged into Admin account when trying to install the updates
I wonder what the permissions were on the folder
