Please download Atribune's Find batch from here:
http://www.atribune.org/downloads/find.zip
Unzip it to the desktop and run Find.bat.  This should create a file in the same folder called report.txt.  Please post the entire text of this file here for me.

OK, I did as you said but I get an error message when I run the file under the heading '16 bit MS-DOS Subsystem.'  It says:

C:\Windows\System32\cmd.exe
C:\Windows\System32\AUTOEXEC.NT. This sytem file is not suitable for running MS-DOS and Microsoft Windows applications.  Choose 'Close' to terminate the application.

It then gives you the option to 'Close' or 'Ignore.' Whichever you push, the same message comes up gain.  Then it creates a blank log file.

Can you do the following please

Download Pocket Killbox
From one of these loactions
http://www.downloads.subratam.org/KillBox.exe
http://www.atribune.org/downloads/KillBox.exe
In the event you have killbox, I need you too download this version

Please  save these instructions to a Notepad file and save it to your Desktop for reference

Access your Add/remove programs and remove if found
GATOR <-similiar to this

RESTART your Computer in SAFE MODE
You can do this by tapping the F8 key as the system is restarting, just before Windows loads, or use the link
I supplied for a more detailed explanation

In safe mode

Start Killbox
Click on Tools in the menu bar and then click "Delete Temp Files"
 place a tick next to
delete on reboot.

Copy this whole list into the windows clipboard, all the Bolded below.
Between the dotted lines
By using the Ctrl + C keys on your keyboard

==============================
C:\WINDOWS\SYSTEM32\DRIVERS\enum139z.sys
C:\WINDOWS\stsheets.dat
C:\Documents and Settings\Justin Carpenter\Application Data\DownloadPlus.exe

==============================

Back in Killbox go to > file > paste from clipboard,
Click the red highlighted X button

Killbox will tell you that all listed files will be deleted on next reboot.. Click YES
When it asks if you would like to Reboot now, click YES
If you don't get that message, reboot manually.
Click No at the Pending Operations prompt.

Back in Windows
Don't open a browser yet
Instead
Do another scan with Hijackthis and put a check next to these entries:

R1 - HKCU\Software\Microsoft\Internet Explorer,Search = c:\searchpage.html
R1 - HKCU\Software\Microsoft\Internet Explorer,SearchURL = c:\searchpage.html

I did everything you asked.

The only problem I had was when I ran Hijack This the first time, to fix all of the checked files.  I got a message that read, "Hijack This could not write the selected changes to your hosts file.  The probably cause is that some program is denying access to it, or that your user account doesn't have rights to write to it."

After re-running Hijack this, it looks like these items were not removed:

R0 - HKCU\Software\Microsoft\Internet Explorer\Main,Start Page = http://rl.webtracer.cc/-/?bayzm

Can you do this again please
Run Find.bat again
This should create a file in the same folder called report.txt. Please post the entire text of this file here for me.

I've have to see the WHOLE Startuplist log
You only copied and pasted back the top part of it
Open the log and select EDIT>>SELECT ALL
Then EDIT>>COPY

Come back here and paste the whole thing
Then I'll write you up a fix for the rest of this

I've uploaded a file below called Remove.zip
Can you download and save this file and UNZIP the contents to your desktop
So you now have Remove.bat and fix.reg extracted

Please Print this out or save these instructions to a Notepad file and save it to your Desktop
RESTART your Computer in SAFE MODE
You can do this by tapping the F8 key as the system is restarting, just before Windows loads, or use the link
I supplied for an alternative method

Once in safe mode
Double click on Remove.bat
A dos windows will open and close, this is normal

Double click on fix.reg and allow to merge to the registry

Do another scan with Hijackthis and put a check next to these entries:

R0 - HKCU\Software\Microsoft\Internet Explorer\Main,Start Page = http://rl.webtracer.cc/-/?bayzm
R0 - HKLM\Software\Microsoft\Internet Explorer\Main,Start Page = http://rl.webtracer.cc/-/?bayzm

O1 - Hosts: 1159680172 auto.search.msn.com
O19 - User stylesheet: C:\WINDOWS\stsheets.dat

After you have ticked the above entries, close All other open windows
Leave Hijackthis open and click FIX CHECKED
OK the prompt and exit Hijackthis

Reboot back to Normal mode

Post back a fresh hijackthis log

This nasty like to remove entries related to your Run keys and BHO's
most important it removes Runkeys related too your AV>>F-Secure
We will probably have to reinstall it, but let me see a new log first
Let me know if you installed Spybot!
We will have to replace a reg entry related to it

OK, I was able to run Remove.bat, but when I ran fix.reg I got an error message saying I couldn't attach to the registry.  I went ahead and ran Hijack This anyway, and was able to remove the 2 R0 entries.  The other two weren't on the log anymore.  Below is my new log.  Let me know if you still see any problems.  The webtracer homepage seems to be gone.  Also, I did have SpyBot installed, so let me know if I need to replace the reg entry.  Thanks for all your help!

Do another scan with Hijackthis and put a check next to these entries:

O19 - User stylesheet: (file missing)

After you have ticked the above entries, close All other open windows, including this one
Leave Hijackthis open and click FIX CHECKED
OK the prompt and exit Hijackthis

Reboot your computer

Back in windows

You must replace those run entries related to your AV
Instead of myself trying to track down all the proper run keys
The best thing to do is Uninstall and Reinstall F-Secure
Again, these run keys must be replaced for it to function properly
Here's a link to F-Secure's site to uninstall properly if you need it
http://support.f-secure.com/enu/home/

Well your at it, it's fairly easy to uninstall and reinstall Spybot too
Just to make sure it's in tact...

After you do the above can you come back here and post a fresh hijackthis log please
