Dude, did you try CD-ROM God? I had the same problem as you and I used it to install Windows 95 OSR2 to an old Compaq computer.

Download the zip file. Extract the zip and write the files to a floppy. Use the floppy to boot the computer you want to install OSR2 to. When the computer boots, it will ask you some questions. Pick the type of cd drive you have and then insert your
OSR2 disc and install Windows 95. It worked for me when everything else failed.
