He's bsing, if that was really his account and it was really lvl 118.
WHY THE HELL DID YOU POST THE NAME OF IT?
Pictures of the stats and little screenshots of the account would be enough proof if your using an MM.
Now Jagex can track you down and ban all your accounts if not your I.P.
