Locked Out Of Folders

I did a System Restore, where it would restore my computer to factory shipped condition, but it looked like it ended up backfiring, it didn't do an automatic restart like it was supposed to do. Instead it froze. Now I can only access one of my folders, and the rest are locked out. One folder contains important information, and now I can't get into it.

At the time, I could honestly care less about the rest of the files in my computer, if I can't access what's in one certain folder, my dad'll kill me.

Gah, on top of that, I get errors from Active X controls, saying they're not working properly or something...
