I think that to become an elite you must need to meet more requirements such as;
More recomendations
a certain period of time on the forum
a certain # of posts
and that before recomending someone you need to get a complete background check of the person such as checking with people they have done transactions with(if any), checking their posts for any scams, spam, programs with viruses, etc., checking for any complaints of the person, and checking for name changes.

If this is not done someone could simply gain some trust become an elite and then scam everyone because they think they can trust the so called "elite".

Well its kinda like that:

need more posts? no
need certain time on forums? yes 3 months
need more recommendations? Well this is where it gets complitcated...

Basically you still need 2 recommendations but those don't get you in, they make a poll (stays up for a week) in this forum.  If there are more yes votes then no then the selected individual is in.
