W2K Shutdown/Restart/Logoff Problem

Hello everyone.  Your help is greatly appreciated.

My main problem is this:  On startup, Windows2000 logs in with UserA automatically, I can shutdown restart or logoff just fine. But when I logoff and then login as UserB, I can select shutdown restart or logoff but nothing happens. It does not shutdown or restart or logoff when I select it to. It just remains running as normal.

I have Service Pack 2 installed and all windows updates. I read somewhere on the net that people have problems with XP shutting down if a piece of hardware is installed that is not on the windows compatibility list, so I may remove some PCI cards and see if that fixes the problem.  However my problem seems to be Operating System related.

Another side note, if UserA has been logged in and the PC has been running for like 5 days, it typically will not shut down as described above with UserB.

Are you running a standard or ACPI hal?
check this in device manager and expand computer and it will say under that.

also in power options is there an APM tab, if so is the apm checked?

is this a desktop or laptop.

also does the system shutdown ok in safe mode. if so then you are possilby looking at a third party app causing it, download msconfig for w2k and clear everything out.
