Open the Task manager
Ensure the Processes tab is open
Click on VIEW>>UPDATE SPEED
Ensure that NORMAL is selected

Now look down the list
WHAT IS USING THE CPU IN PERCENTAGE!!!
BE SPECIFIC
Give me the Image names!!!
And CPU percentage it continually uses

As a trouble shooting step can you do the following please
Right click the MyComputer icon and select Manage
Highlight "Services and Applications"
Double click on "Services"
Double click on "Automatic updates"
Select "DISABLED" from the dropdown menu
APPLY and OK it and then reboot your computer

How's the CPU now?

Sorry for the delay
It doesn't appear to be related to Auto Updates
Can you go back and set Automatic Updates back to "Automatic" Startup type please

The file in question>> fssm32.exe
Is related to F-Secure AV

I haven't found a real fix yet
Take a look here
http://support.f-secure.fr/fra/home/suppor...004012000.shtml
What version of FSecure do you have installed?

Can you also Ensure that you receive the latest Windows Updates (High Priorities)
There may have been a fix from Microsoft related to this issue
Read here
http://support.microsoft.com/?scid=kb%3Ben...p;x=13&y=12
Reboot the machine after
See if that update helps

If not
Can you try the following
Leave F-Secure enabled
Open your Windows Task Manager (Right click the bottom taskbar and select Task Manager)
Open the Processes tab
One  by one, end process on the following items
C:\WINDOWS\system32\igfxtray.exe
C:\Program Files\Synaptics\SynTP\SynTPLpr.exe
C:\Program Files\Synaptics\SynTP\SynTPEnh.exe
C:\Program Files\Common Files\Microsoft Shared\Works Shared\WkUFind.exe
C:\WINDOWS\System32\spool\DRIVERS\W32X86\3\E_FATIAIA.EXE
C:\WINDOWS\system\wcdvtray.exe
C:\Program Files\QuickTime\qttask.exe
C:\Program Files\iTunes\iTunesHelper.exe
C:\Program Files\EPSON\Creativity Suite\Event Manager\EEventManager.exe
C:\Program Files\Common Files\Real\Update_OB\realsched.exe
C:\Program Files\Adobe\Acrobat 8.0\Acrobat\Acrotray.exe
C:\Program Files\PDFtypewriter\Printer\PDFtypewriter_Printer_Monitor.exe
C:\WINDOWS\system32\ctfmon.exe
C:\Program Files\Google\GoogleToolbarNotifier\1.2.1128.5462\GoogleToolbarNotifier.exe
C:\Program Files\iPod\bin\iPodService.exe
C:\WINDOWS\system32\wuauclt.exe
C:\Program Files\Common Files\Macrovision Shared\FLEXnet Publisher\FNPLicensingService.exe

C:\WINDOWS\system32\SNDVOL32.EXE
C:\Program Files\Microsoft Office\OFFICE11\WINWORD.EXE
C:\Program Files\SlySoft\AnyDVD\AnyDVD.exe
C:\Program Files\Elaborate Bytes\CloneDVD2\CloneDVD2.exe

See if any are having a conflict with F-Secure
