Is there a way to auto-install TweakUI for W2K?

Since TweakUI is an .inf file how would you auto-install this with Cmdlines.txt or something similar on a W2K install CD?

winnt.sif [GuiRunOnce] section. Here is my example:
Command23=\"rundll32 setupapi,InstallHinfSection DefaultInstall 128 %systemdrive%winappspowertoyTWEAKUI.INF\"
