Removing IE from W2k at installation / disable SFC

Hello... I know, 99% of windows users love IE. Just bear with me, this is a broader question than it appears.

I have a question about the Win2k install process.
I authored a (now old) removal routine (which works for SP2 and SP3beta):

I only recently discovered MSKB Q250380 which confirms that manipulating winnt.sif will permit unsigned INF files at install time.

It\'s such a pain building an IE-free win2k install and I was wondering if anyone has, by now, discovered how to disable WFP / digital signature checking during installation.

Putting a DriverSigningPolicy = Ignore in winnt.sif doesn\'t seem to take care of modifications to syssetup.inf (modifying this file, even with the DriverSigningPolicy = Ignore in place, results in a DigSig error.)

Anyone know of any sources to get the sordid details on the install process\' checking of inf files?
