He isn't actually banned, he is permanently suspended. When he comes to the site, he see's an error page and cant actually see the forum. This is because there are no admin's to ban people, so we have to resort to permanently suspending.
It still says he is a member, but he is basically banned. When he see's the error page on the site, it displays it as if he is viewing the site.
Trust me, he is banned.
