Crater is a bounty hunter cave where you fight people and get there stuff

Ok so being in around level 35 i cant buy a pin but if i find low level crater people can i buy mills?

Also do i need any quests to enter?

You need to find someone else that can enter low crater and sells mills

You don't need any quests to enter.
