CPU Fan

I have a Gateway M675 notebook computer that I purchased in Jan. of 2004 and it seems that all of a sudden the CPU fan won't turn off. EVER! That is unless I shut the computer down, unplug the power supply, and take the battery out. I don't care if the fan runs when I have the computer powered up or even in stand by mode but it should shut off if I shut it down shouldn't it?
