what he means is:

the lvl 92 has been deactived and is not banned, locked etc, But he owes two months worth so basically you will be needed to repay the debt of around 10 - 20 dollars or 10 pounds i'd say using the pay by cash method and he would then be straight away actived again http://images.thetechguide.com/forum/public/style_emoticons/<#EMO_DIR#>/smile.gif\' class=\'bbc_emoticon\' alt=\':)\' />

as for his pure its just a normal account with:
