Do you mean the folder looking icon?
Explanation of what they are at the bottom of the forum when signed in

In that topics case, it means "No new replies/posts"

What problem are you having posting to the other topic?

when I posted I got the message Method not supported but I managed to resolve it by uploading the txt file instead of doing copy paste....
