My Boot Disk Wont Work!!! Help

Hey,
I am just at a stand still in installing  two new hard drives into two different computers.
In both computers, I properly installed and configured the proper jumper settings on the new drives ( I replaced, not added hard drives). In one computer, I can boot from floppy and install Windows 98se until I get a message saying there is a problem with a certain .cab file, after which setup completely shuts down.
In the other computer, the floppy that worked in the other PC just continuously \"boots\" it just keeps accessing the floppy drive as if it is indeed doing something, but nothing comes to fruition, even if I let it go for an HOUR!!! SO in other words, I dont even get to run set up in the second PC because it NEVER boots.

It sounds to me that the cdrom may bee corrpt have you tryed to copy the win98 folder to c:\win98 and then run setup.exe
On the other computer are you sure that the floppydisk controller are connected in the right way or it could bee corrupted as well..
