if you are adjusting the FSB speed and the multiplier correctly but on bootup you're not seeing the clock speed you expect, then it could be that you have an old bios that is not recognising the higher clockspeed of the cpu. I had the same problem initially when I upgraded to my AMD k6-2 500 - on bootup the BIOS reported only 400 Mhz processor.
What you may need to do is flash your BIOS to the latest version for that motherboard, and the BIOS may then report the new cpu speed correctly. Try the motherboard manufacturers website - they may have links to updated versions of the BIOS - I know Gigabye website does this.
